  AI-driven subsystem inside HRIS that surfaces personalized learning recommendations — videos, courses, documents — tailored to each employee's role-specific competency profile. Recommendations are weighted by annual 360-degree assessment scores (peer, subordinate, and superior ratings), with content sourced from DepEd's curated internal library and vetted external platforms — surfaced via competency gap analysis rather than generic browsing.

Architecture

The target state of the migration: an Istio-managed service mesh handling discovery, traffic, and security at the edge, with core and adapter services communicating over REST, RabbitMQ, or WebSockets depending on whether the interaction is synchronous, asynchronous, or bi-directional — each service backed by its own namespaced datastore.
